Objective measurement of the quality of airport lighting whilst in service

I thought that we could find inspiration in other fields that depend on transportation/lighting/communication. If any of you can understand what this article is talking about, please let the rest of us in on it. Regardless, I'm going to research more on airport runway lighting technologies.
